This article analyzes automated decision-making (ADM) in public administration
from the perspective of the republican concept of freedom as non-domination. The author
examines how the use of algorithms and artificial intelligence systems influences relations
between citizens and public officials. By introducing the concept of algorithmic domination,
the author points to the risk of new forms of structural dependence resulting from opacity,
power asymmetry, and limited opportunities for contestation of ADM systems.
