Contemporary Hybrid Threats

ABSTRACT
This article examines the rationale and practical determinants for implementing
regional security policies by Polish voivodeship governments under an increasingly complex
threat environment. The accumulation of military threats (the war in Ukraine), hybrid
threats (disinformation, cyberattacks, energy pressure, sabotage), and climate-related
hazards compels regional administrations to shift from reactive crisis response to proactive
institutional resilience-building. The study employs a qualitative case study of a marshal’s
office security bureau, using document analysis, participant observation, and source
triangulation. A two-pillar model of regional security policy is proposed: (1) networking
and institutionalized cooperation with regional services and key stakeholders, and
(2) strengthening the office’s internal resilience through cyclical risk assessment, staff
capacity-building, and resources enabling continuity of operations (COOP/BCP) under
disruption. The all-hazards approach serves as an integrative framework for preparedness
irrespective of threat origin. The conclusions are practice-oriented and specify conditions
for transferability to other regional administrations.

Czasopismo naukowe «Studia Politologiczne» uzyskało dofinansowanie z Ministerstwa Edukacji i Nauki w ramach programu „Rozwój Czasopism Naukowych” (projekt numer RCN/SN/0713/2021/1). Wysokość otrzymanego dofinansowania wynosi 79 607 zł. Celem projektu jest realizacja działań zmierzających do podniesienia poziomu praktyk wydawniczych i edytorskich, zwiększenia wpływu Czasopisma na rozwój nauki oraz dalszego zwiększania prestiżu Czasopisma w międzynarodowym obiegu naukowym. Okres realizacji projektu wynosi 24 miesiące.
