ABSTRACT
The article analyses the smart city strategy as a tool for the modernization of
municipal self-government in the context of digital transformation. The aim of the study
is to assess the role of strategic documents in managing local development and shaping
governance mechanisms. The research is based on a comparative analysis of the smart
city strategies of two cities: Halle (Saale) and Kielce. The findings indicate that these
strategies serve not only a planning function but also an institutional one, supporting
the digital modernization of public administration, fostering cross-sectoral cooperation,
and strengthening participation and the legitimacy of local authorities.

Czasopismo naukowe «Studia Politologiczne» uzyskało dofinansowanie z Ministerstwa Edukacji i Nauki w ramach programu „Rozwój Czasopism Naukowych” (projekt numer RCN/SN/0713/2021/1). Wysokość otrzymanego dofinansowania wynosi 79 607 zł. Celem projektu jest realizacja działań zmierzających do podniesienia poziomu praktyk wydawniczych i edytorskich, zwiększenia wpływu Czasopisma na rozwój nauki oraz dalszego zwiększania prestiżu Czasopisma w międzynarodowym obiegu naukowym. Okres realizacji projektu wynosi 24 miesiące.
