W tekście przedstawiono prawno-polityczne kontrowersje związane
z tzw. Quasi-wojną amerykańsko-francuską z lat 1798–1801, zwracając szczególną
uwagę na pomijane zwyczajowo w literaturze przedmiotu zapisy debat Kongresu.
W tekście wykazano, że decyzja o braku formalnej deklaracji wojny, choć motywowana
politycznymi potrzebami chwili, w istotny sposób odbiła się na praktyce konstytucyjnej
Stanów Zjednoczonych, zwłaszcza pod postacią faktycznego przesunięcia wykonywania
części konstytucyjnych uprawnień Kongresu na prezydenta.

Wysokość otrzymanego dofinansowania wynosi 79 607 zł. Celem projektu jest realizacja działań zmierzających do podniesienia poziomu praktyk wydawniczych i edytorskich, zwiększenia wpływu Czasopisma na rozwój nauki oraz dalszego zwiększania prestiżu Czasopisma w międzynarodowym obiegu naukowym. Okres realizacji projektu wynosi 24 miesiące.
