ABSTRACT
The United Nations remains to be a universal international platform for a cooperation of sovereign states in the post-bipolar globalizing world. The collapse of the Yalta-Potsdam system of international relations led to the reality that the UN Security Council, as a main international body responsible for maintaining international peace and security, doesn’t reflect the current balance of force, as well as doesn’t meet the tasks dictated by the new challenges and threats of the XXI century. The UN Security Council is often paralyzed when the issues discussed affect the interest of the permanent states of the Council. Thus, the reform of the United Nations acquires a new urgency, the success of which may determine a safe future of the mankind.
