Production and proliferation of information in the Internet has acquired key importance in contemporary local, national, regional and global policy. At the same time intensification of negative phenomena in this area is observed – such concepts as fake news, astroturfing, sockpuppet or troll are now permanently present in the contemporary global political landscape, while discourse in this sphere is more and more frequently interpreted in the categories of information battles or even warfare. The costs of producing fake messages are negligible while the spread of information is easy and cheap, which generates a temptation for various entities wishing to influence political processes. This is of special importance in regimes where public opinion is the subject of the political game capable of affecting political decisions. Toffler’s vision of power shift comes true – the classical dyad of factors constituting the political power, i.e. the military and economic powers, is joined by the third one, namely information.
